It is not generated as such, typically an airport will copy the value from one of the other times mentioned in the comment to of ProbableOffBlockTime, this could include TOBT.
Is this a system-generated, but not agreed time? The TOBT should always be kept up-to-date, and a POBT used to flag what might be a more realistic time… the A-CDM Alerts should be being used to ensure that the Handler updates the TOBT to then clear the alert.
