Definition	Estimated date and time for OffBlock from the Airline operating the FlightLeg, or from a representative of that Airline (typically a HandlingAgent). Always UTC.
Allowed values
Comments	Often received in movement messages from the Airline/HandlingAgent. This is a more Passenger oriented time than the time airlines use in the FlightPlan, EstimatedOffBlockTime. The AirlineEstimatedInBlockTime will often be the source of PublicEstimatedOffBlockTime.
