Do you want to add the notion of Administrative Airline, as in the airline and flightnumber communicated at airport and disclosed as base for codeshare. The admin airline picks up the airport fees and contracts ground handler in my experience. It makes the statement on flight-related duties less clear. Does that involve boarding/loading of the aircraft??
